They tend to increase difficulty, add new features (Fairy type, Physical/Special split, etc), add alternative evolution methods for Pokemon with impossible evolutions, but don't change the story or map (or if they do, it's minimal). "overhaul hacks." Improvement hacks take the base game and just make it better. I generally divide hacks into "improvement hacks" vs. Most are terrible or just never complete because of the amount of work that goes into creating them. There are a literal shitload of ROM hacks.
PokeCommunity also has tutorials on creating your own hack, if you decide to pursue that. There are other sites that host Hacks but I don't really use any others. PokeCommunity is probably the best place to find information on hacks and downloads. Some sites that host Nintendo games have been shut down by threats from Nintendo's legal department. That's because pre-patched hacks basically contain a copy of Emerald or Fire Red, which are owned by Nintendo. Most sites (including this subreddit, see Rule 1) do not allow those. You can find sites that host pre-patched hacks. Emerald, Fire Red, etc.), a program to apply the patch (LunarIPS is a good one for PC) and apply the patch yourself.
